<p>Stephen Hill discusses the nationalisation of financial institutions and where this leads housing policy. He also proposes a National Re-Investment Bank. So will the Government’s partial nationalisation of the banking system here produce a more sensible financing situation? – there is the chance to develop several of these as a National Reinvestment Bank to facilitate more development – and hopefully the Homes and Community Agency will play a facilitative role by making ready a supply of serviced land, acquired while land prices are low – but currently the HCA is inadequately resourced – we have to relearn some old lessons from Ebenezer Howard about the returns to public investment in infrastructure – the basic problem is speculative ‘spikes’ in value – it is the state’s function to manage this – the market cannot do this</p>
