<p>Stephen discusses community planning in action with specific references to various schemes. He asks if governement really means what it says when they talk about community participation. Can CLTs be a mass solution? – for example in the London Olympics case? – in at least one case yes – but it is important that a CLT grows organically out of a locally expressed and defined community need – so long as the community does not become exclusive - or the organisation too ‘top down’ – the signs for Government are not promising – there is a strong official distaste for anything with strong ‘community’ engagement elements – they ring ‘alarm bells’ and are seen as a threat to the formal power structures.</p>
