<p>Stephen Hill discusses how the IMF is involved in the systemic failures of housing policy. he goes on to describe how government focus is blurred and distorted in the field of housing. It was the severe ‘external shock’ of the UK’s 1976 financial crisis, requiring IMF assistance, that led to Government’s partial withdrawal from public funding of infrastructure – Government failed to grasp the benefits of the New Towns model of financing - a long term investor, i.e. the state, is needed to safeguard private housing output – the present arrangements are a recipe for slow and relatively poorly serviced housing.<br />
