<p>Professor Ambrose asks about the role of the market in determining policy. Stephen provides an overview of systemic failure as a result of allowing the market to provide what are essentially government responsibilities. The distribution of investment, risk and reward has been distorted from a balanced public/private model to a more heavily market-oriented model – losing this balance has had long term serious consequences – including a range of ‘exported costs’ resulting from inadequate and poor quality development – as in the case mentioned.</p>
