<p>Stephen Hill responds to Peter Ambrose's questions about why planning can't provide solutions. ‘Planning’ per se does not produce housing – it is a necessary rather than a sufficient factor – especially since from the 1970s there has not been sufficient publicly-funded infrastructure provision – this means the business environment is uncertain for housebuilders – s106 ‘planning agreements’ can go badly wrong.</p>
