<p>Paul Nicolson asks Adrian Cooper what is needed to free up land for development. Z2K are very active in influencing policy decisions and for Paul the discussion about causes is not as interesting as the possible solutions and actions which can be taken to create an holistic housing policy. Paul enquires about the idea of building more on a long leasehold basis – Adrian accepts that ‘the system’ has encouraged builders to speculate in land – the bigger the asset base the bigger the borrowing capacity – he outlines some new thinking.</p>
