<p>Stephen Hill dicusses how, in his opinion, we had a very good system but &quot;mucked it up&quot; with the Leasehold Reform Act in 1967.&nbsp; Peter Nicolson responds by stating that he feels we need to stop speculative trading in land. At this point Adrian Cooper states that stopping speculation is impossible and suggests other mechanisms to tackle this problem.
