<p>Paul Nicolson worries that the discussion appears to reveal that there is plenty of land but the builders can't build on it. He suggests new laws to enable councils to free land up for development. Adrian raises the problems of vested interest. Stephen Hill believes that the market will make its own adjustments to free the land. Paul Nicolson remains sceptical about free market solutions. Paul proposes a new law – but Adrian and Stephen say we have the laws we need – we need new practices and innovative thinking about collaborative working – a ‘use it or lose it’ process is discussed – can this principle be written into law?</p>
